We were entrusted with the task of developing the rationalization framework and then executing its first iteration for evaluating each application in the portfolio. Inherited from the Application Portfolio Management principles, the framework outlined a methodology tailored for analyzing cloud-based applications in general and based applications in particular. It had a multi-layered model with individual layers covering governance, process, rationalization criteria and tools. The rationalization criteria contained a series of evaluation points each with its own weight factors.


Based on the responses to the evaluation points, applications were scored, categorized and ranked for migration eligibility. The exercise also helped quantify cost benefits, develop guidelines for planning future IT investments, and enable a new cloud operational model.
